Opportunities and Challenges of the Electronic Financial Services: The Mobil Wallet for the Second New Year’s Bonus Payment

In the Plurinational State of Bolivia, Bolivians enjoy more inclusive social political policies. Among these social policies, there are the women and children protection laws and bonuses and subsidies for the most vulnerable (pregnant women and children) and others to incentive to study (Juancito Pinto Bonus) and the New born supportive bonus in order to increase the population and nurture the mothers and newborns. One of these policies is oriented for public and private service providers such as the Second New Year’s Bonus (El Segundo Aguinaldo in Spanish), but as of today there is no research yet on it. This research has the principal objective to elucidate the opportunities and challenges of the Mobil wallet to use the 15% of the second New Year’s Bonus to purchase national products. A hundred surveys were made and showed that 72% had purchased fresh products and canned food, 28% clothes. The 85% of the surveyed actors had reported a delay during the purchasing that lasts 40 minutes. It is recommended to enhance the smart electronic application and to use coupons. This experience is quite inclusive and allowed that financially marginalized users of the formal banking to be incorporated.
