This report provides guidance on how to develop an integrated ‘resource use’ or ‘resource-efficiency’ index of nations, as a counterpart of the well-known Gross Domestic Product (GDP) that measures economic activity of nations. The report provides policy backgrounds, discusses options of how to structure resource-indeces, and discusses possible indicators for individual resource categories.
